I am pretty late on discussion what is better AutoCAD with IGES for
$4500 or STL to IGES translator for $695...

But have you tried StlView available much cheaper, and you can do
translation not only to IGES, but to DXF, 3D Studio, VRML, CLI as
well...

And that is not all: you can analyze Rendered STL, Merge several STL, do
Boolean opearations between STL's, create Slices of Solids, calculate
properties like volume, area and centr of gravity, Separate Solids and
etc. But most remarkable feature of StlView is an ability to Fill Gaps
in STL bounaries...

All that you can do inside very simple graphical Interface on Windows
platform for the price of less then $500...

You can download fully functional Shareware version from:

ftp://ftp.cyberware.com/pub/stlview

or go to STlView's author side at:

http://ourworld.compuserve.com/homepages/igort/igthome

Take a look at another program: StlTools - this is an add on for AutoCAD
that will allow to directly read STL's inside AutoCAD and do Boolean and
Editing operations with them as well as Export using standart AutoCAD
export functions...
