You can partially seal the part by suspending it in acetone vapour. You can also have a similar (though not as pretty) result by painting on dichloromethane which is also known as plastic cement. This partially melts the surface and allows it to be smeared smooth by the action of painting. Another thing that we do is apply a coat of acrylic lacquer.

Ron is right though when he says that FDM is not an ideal process for water tight containers.

I believe that you can vapour polish ABS FDM parts to seal them to some extent.

I don't believe any FDM part is water-tight. It would need some sort of seal coat.
That said, at least 3 layers thick (1.5 mm or .06" thick) with some sort of sealant be applied to the part.
