Plug a CRT monitor into the VGA port on the back. That'll give you
some good debug output. Is it beeping? Does it have binder?

Is the online light blinking?

If the printer has been sitting for a while and has binder in the
lines, you may have to remove all the plastic tubing and flush the
crystallized binder out of it. I used a piece of piano wire and some
patience when doing this to mine.

The most common cause for this, assuming it is beeping, is that the
binder tank is not full. It should pump binder into the tank. If you
open the back, there's a line coming in from where you connect the
binder, to the back. If you're looking at the bottom of the unit, on
your right / it's left side, there's a line coming through a filter
then to a pump, then up to a binder tank. You should be able to see
the plunger inside this little tank moving up as it pumps, and hear
the pump moving. Keep pressing 'FEED UP' until the tank is full. You
might want to reset the printer afterwords.
