 Yes, printing of water to form ice structures has been done by the group
headed by Ming Leu at the Missouri University of Science and Technology
(formerly University of Missouri Rolla). They call it Rapid Freeze

I can imagine machines that would build layers of ice by spraying and/or
flooding an area with water. Has anything like that been tried?
