Try the Environmental Simulation lab at the New School for Social
Research (http://www.simcenter.org/ )They have a 3D model of the lower
Manhattan linked to occupancy data. Headed by Michael Kwartler.

There's always creating a model from the old Sanborn maps, which were
published for fire insurance purposes and included building heights.
Don't forget that if you know the time of day of an aerial photo, you
could also use the shadow length to do the same thing (and have a lot of
FUN doing it!)
