In my experience Magics Rapid Tooling module is purpose made for just this application. At the recent RAPRA / PRW Rapid Tooling Conference in Birmingham earlier this month they were showing a good example of exactly what you describe - it took about 5 minutes for a complex tube part (and my good friend Phil Kilburn, who gave the demo, is no CAD jockey, by his own submission...!)

Hi RP'ers

I have an application where I want to create cavities, cores and split
lines from STL data quickly and easily.

What software should I be looking to buy? I want to RP the cavities not mill them.

Is it realistic to use STL data or should I be using something else?

As usual all responses gratefully recieved.
