Our BR&A Stl to IGES does that. STLtoIG is part of our IGES to STL package,
and is also available separately.
If you choose surface output, you will get 3 or 4 sided nurb surfaces (128).
We also have Stl to DXF, which produces 3D-Faces for surface output.
