There is still an old program at ftp://206.65.88.5/tech/pub/toolbox
that converts stl to iges surfaces. This old version has a memory-hogging
bug,
but it is free and will do the job.

Download tools3.zip and run the setup.exe. If you are in Germany you may also
have to download missing.zip whioch adds some files missing from international
versions of Windows.
