The medical community uses a process that may work here:
        - place silicone in a container that allows for machining
          (drilling)
        - fill remainder of container with dry ice
        - add acetone to dish

This may maintain the silicone at a low enough temperature for drilling.
Be sure to use a slow helix tool.

This may provide a considerably longer working time than immercing in
liquid nitrogen.
