    No. The essential difference between a mill and lathe is what is moving.
In a mill, the workpiece is stationary and the cutting tool rotates. In a
lathe, the workpiece rotates while the tool conventionall would be
stationary although today rotating tools are available too. Automated mills
and lathes are covered in my book, with examples or machines and
applications.
