Dan,
I had the problem occasionally when using Version 3 of CATIA that used an IBM
STL translator. The new CATIA translator is a Dassault product (and is very
good!!) and I have not seen this problem duplicated with the new one. Tighten
up your SAG on the STL and this may fix the problem.
